Obligations
Market Participants trading on organized markets are obliged with Article 8 of Regulation (EU) No 1227/2011 (the REMIT Regulation) to report to ACER orders and trades at organized market places since 7 October 2015. The reporting of all other transactions concluded bilaterally and outside the organized market has been in effect since 7 April 2016.
Pursuant to Implementation Regulation (EU) No 1348/2014, in the role of an Organized Market Place IBEX offers an automated data reporting services of contracts traded on IBEX markets. Also, IBEX offers data reporting services for wholesale energy transactions executed bilaterally and outside of the organized market.
For this purpose, IBEX has concluded contracts with Trayport and Nord Pool as third party RRM (Registered Reporting Mechanism) platforms.
I. Types of data reporting services for wholesale energy transactions executed at IBEX Organized Markets.
In the role of an organized market, IBEX offers a specialized data reporting service that includes automated submission of data from submitted offers and concluded trades on a Day ahead market and the Continuous Trading screen part of the CMBC, meeting all REMIT criteria and obligations. Transactions concluded and bids placed on the trading platforms considered as organized markets will be automatically uploaded to ACER’s ARIS (ACER REMIT Information System) by IBEX. After processing and uploading the reports in ARIS, market participants may continuously track and receive information on the actual status of uploaded reports and confirmations received from ACER.
Service A1 – Day Ahead market
Automatic reporting of submitted offers and concluded trades on the Day Ahead market administered by IBEX.Each customer uses a user account with access to a web-based platform to quickly and efficiently manage ACER notifications with the status of reported transactions (accepted, unaccepted, or rejected). Access to the REMIT portal is provided through the following link https://remit.ibex.bg
Monthly fee: BGN 100 (Excluding VAT)
Service A2 – Trading screen “Continuous trading”
Automatic reporting of submitted offers and concluded trades on the Continuous Trading screen part of the CMBC administered by IBEX. Each client uses a user account with access to a protected incoming directory on the IBEX server via SFTP protocol for management of received ACER notifications containing the status of the reported transactions (accepted, not accepted or rejected).
The access to the information reported by IBEX to ACER is trough secure file transfer protocol based file server (“IBEX SFTP Server”) with login name and password issued by IBEX to the indicated client e-mail address.
Monthly fee: 190 BGN (Excluding VAT)
II. Types of data reporting services for wholesale energy transactions executed bilaterally and outside of the IBEX Organised Market
Service B1 – Uploading data in .csv file format on a web-based platform
Direct reporting of trade data through direct access to RRM’s web-based platform provided by IBEX. The market participant reports the data from its own user account by uploading .csv files directly to the Trayport RRM platform. IBEX does not have access to the user account of the market participant and the trade data. Each client through a personal account with access to a web-based platform manages received ACER notifications and is notified of the status of reported transactions (accepted, unaccepted or rejected).
Monthly fee: 400 BGN (Excluding VAT)
Service B2 – Uploading data in Microsoft Excel .xlsx file format to the SFTP server operated by IBEX
Market participant shall upload the reportable data to the data reporting platform in .xlsx file format via SFTP secure access assured to the Market Participant by the login name and password issued by IBEX to the indicated client e-mail address.
The platform is managed by IBEX and allows the market participant to upload data to a predefined .xlsx file fully compliant with the ACER criteria. The platform enables reporting of up to 100 transactions in file for the corresponding table (Table 1 or Table 2).
Each client through a personal account with access to an incoming and outcoming directory manages the received ACER notifications of the status of reported transactions (accepted, unaccepted or rejected).
Monthly fee: 200 BGN (Excluding VAT)
Process of reporting trough the reporting platforms
Through reporting platforms, users have access to the commercial data reported to ACER, which enables them to manage the overall reporting process.
File access, management and transferring is via a personal user account. The access details as username and password are sent by IBEX to the indicated customer e-mail address. For questions and further clarifications, please contact remit@ibex.bg
Registration requirements for IBEX REMIT Transaction Service
Participants willing to sign data reporting agreement with IBEX need to register with their local National Regulatory Authority (NRA) in order to get their ACER Code. For additional information, please contact your local NRA for further information about the registration process.
Once registered with your NRA, market participants shall sign up IBEX`s REMIT Transaction Reporting Service and complete the registration form including the ACER code, and IBEX will activate your REMIT Transaction Reporting Service. The market participant will need to register with ACER that Nord Pool with ACER Code: B0000116N.NO or/and Trayport with ACER Code: B00001100.UK are their preferred RRMs.

Important to know
Although IBEX may deal with different types of errors and consumers should be aware that:
· ACER has not specified how quickly they will send a return receipt to RRM for the received data – so it may take some time for the process to be approved and accepted.
· If an error occurs or a service error occurs – please notify IBEX immediately at remit@ibex.bg. IBEX will start working as soon as possible to resolve and correct any problems.
Please note that all transaction data of organized market segments operated by IBEX are automatically reported to ACER on a daily basis and whether users have access to the REMIT portal or not. The REMIT portal provides an overview of the reporting process as well as access to reported data.
